前言

中国政府奖学金“高水平研究生”项目是中国教育部提供的奖学金，用于具备招生资格的中国政府奖学金院校推荐优秀来华留学生来华学习。新疆医科大学参与执行该项目，可推荐招收优秀来华留学生来新疆医科大学攻读硕士或博士学位。

一、资助类别、期限、授课语言及专业

1.资助类别：硕士研究生、博士研究生。

2.资助期限：包括中文补习和专业学习时间。中文补习资助期限一般为1年，硕士专业学习资助期限3年，博士专业学习资助期限3年。

3.授课语言：中文/英文。

4.招生专业:临床医学、口腔医学、药学、公共卫生学、护理学等。

二、资助内容

1.免除学费；

2.免除住宿费，提供校内住宿；

3.生活费；

4.综合医疗保险。（国际旅费需自理）

三、申请条件

1.非中国籍公民，身心健康

申请人应为非中国公民，持有有效外国护照。若申请人父母双方或一方为中国公民且居住在外国，申请人出生时应具有外国国籍，并持有有效的外国护照或国籍证明至少四年。此外，还需提供过去四年（截至2026年4月30日）在外国实际居住超过两年的记录。从中国大陆、香港、澳门和台湾地区移民到国外并以国际学生身份申请的申请者，需参照上述要求。申请人须确保并承诺其不具有中华人民共和国国籍，并应按照学校要求提供相关证明，且知晓若身份文件不符合要求或存在虚假，将承担被取消资格、勒令退学及返还已获全部奖学金款项的相应责任。申请人应身心健康，无传染病且无影响正常学习的身体或精神疾患。符合申请学习签证的体检标准或在中国的居留许可要求。

2.年龄、学历和语言要求

●申请攻读硕士学位者，应当具有学士学位或同等学力，学习成绩优秀，年龄一般不超过35周岁；

●申请攻读博士学位者，应当具有硕士学位或同等学历，学习成绩优秀，年龄一般不超过40周岁；

●申请以中文为专业教学语言的攻读硕士、博士学位者，申请者须提供中文水平考试HSK4级（180分）及以上成绩证明；曾使用中文为教学语言获得中国高校学位的，无须提供《汉语水平考试》（HSK）证明，但须提供中文教学语言证明；

● 非英语母语者申请以英文为专业教学语言的攻读硕士、博士学位者，须提交以下材料之一：（1）托福（TOEFL）不低于75分, （2）雅思（IELTS）需达到 6.0分，（3）原大学出具的证明文件，证明前序学位课程以英语授课；

●母语为英语的申请人，可以免除提供上述英语水平证明。

3.成绩要求

平均绩点应达到 3.0/4、3.75/5或80%及以上。GPA制度或其他同等评分制度均可接受。

四、申请网站和申请时间

申请时间（以北京时间为准）：

2025年11月30日至2026年2月10日。

注：申请人应在2026年2月10日前完成申请。

五、申请流程

第一步：访问“留学中国”网站，点击“中国政府奖学金来华留学管理信息系统”图标进入申请系统。“留学中国”网站链接：http://www.campuschina.org  点击【学生注册】按钮，注册账户。注册成功后，使用注册的账户登录系统填写申请信息，新疆医科大学招生机构编号为：10760，中国政府奖学金“高水平研究生”项目类别为Type B；网上提交各项申请材料；完成网上申请后，系统自动生成并可打印《中国政府奖学金申请表》。申请人须使用中文或英文完成全部申请信息的填写。

第二步：学校初审：学校按照招生要求，对申请人资格进行初审，审核通过者可进入面试环节。

第三步：学校面试：学校将组织专家复审，通过面试或笔试对申请人的学术能力、语言水平、教育背景、发展潜力等进行综合评审。

第四步：发放预录取通知书：学校将以系统站内信或邮件形式对通过学校复审的申请人中择优发放预录取通知书。获得预录取资格的申请人须再次登录中国政府奖学金来华留学管理信息系统（https://studyinchina.csc.edu.cn）提交预录取通知书及其他所需材料。

第五步：CSC审核与录取：CSC将对申请者全部材料（含学业成绩、发展潜力等）进行最终审核，预计于7月确定最终奖学金获得者名单。我校将通过邮件通知获奖者最终录取结果。

六、申请材料

1.《中国政府奖学金申请表》，在线填写，用中文或英文填写。

2.普通护照首页

护照有效期应晚于2027年3月1日。如现持有护照有效期不符合，请及时换发新护照。

3.经公证的学历证明（自本科阶段起）

如申请人为在校学生，须提供本人就读学校出具的预毕业学位证明,预毕业证明中须说明预期获得的学位和毕业时间，同时需提供一份在校表现证明。中英文以外文本还需附经公证过的中文或英文的译文。

4.学习成绩单（自本科阶段起）

成绩单扫描件应包括本科、硕士（如有）、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证。

5.语言能力证明

根据申请条件（part 1）中语言要求提供相关材料。

6.来华学习计划

内容须包括个人简介，专业背景，来华学习目的，对中国和新疆医科大学的认知，学习规划，研究方向及未来发展愿景，内容不少于1000字，只可以用中文或者英文书写。

7.推荐信

提交两名教授或副教授的推荐信，须推荐人亲笔签名，推荐信应注明日期，内容重点应包含对学生综合能力、未来发展的评价等及申请人来华学习目标。只可用中文或英文书写。

8.《外国人体格检查表》复印件

原件自行保存，此表格由中国卫生检疫部门统一印制，须用英文或中文填写。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。检查结果有效期为6个月。

9.无犯罪记录证明

用中文或英文书写。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件。

10.《新疆医科大学留学生研究生入学申请导师接收意向函》

11.发表论文、获奖证明、工作或实习证明等其他材料（如有）

七、录取及报道

1.奖学金获得者于2026年9月报到入学，须严格按照录取通知书规定的时间办理入学、注册手续。如因故不能按时完成报到，须事先征得我校同意，否则将作为自动放弃入学，奖学金资格不予保留；

2.奖学金获得者报到后不得变更《录取通知书》上的录取学习专业及学习期限；

3.奖学金获得者须按规定参加每年一度的奖学金年度评审。

八、注意事项

1.新疆医科大学将于2026年3月内通过电子邮件发送预录取通知书，未收到预录取通知书视为未获得推荐资格。项目最终录取结果将于2026年7月或8月公布。请耐心等待。

2.通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因材料不清晰或无法可识别造成的后果由申请人承担。

3.我校未委托任何个人或中介进行中国政府奖学金生招生。请直接联系我校了解奖学金申请事宜。

4.不符合要求的申请材料,将不予受理；申请表中务必提供自己准确的电话号码和EMAIL地址。学校将通过电子邮件确认每项重要信息，通过电话或网络对申请人进行面试。学校可能会同时通过系统站内信进行提醒，但此提醒不能作为未收到邮件的免责依据。

5.中国政府奖学金学生不得同时获得地方各级政府和国内高校设立的其他奖学金。一经发现，取消中国政府奖学金资格，已获得的中国政府奖学金必须退还。故意隐瞒资助情况者，三年内不得申请中国政府奖学金，包括取消其申请资格。

6.申请人无需寄送纸质申请材料。如获得奖学金，须在报到时携带上述申请材料的原件（提供预毕业证明的需携带正式毕业证书原件），以供现场查验。

7.除上述材料外，学校有权要求申请人提供其他必要申请材料。

Preface

The Chinese Government Scholarship -- High-level Graduate Program of Xinjiang Medical University is a full scholarship sponsored by China Scholarship Council, which is mainly used to select and recruit outstanding international students to study full-time graduate programs.

Funding Categories, Duration, Language of Instruction, and Programs

Funding Categories: Master's、doctoral students.

Funding Duration:

The Scholarship covers both major study and Chinese language (preparatory) study. The language courses last one year, whereas the duration of the scholarship for major study conforms to that as required (3 years for a master's degree and 3 years for a doctoral degree).

Language of Instruction: Chinese/English.

Majors: Clinical Medicine, Stomatology, Pharmacy, Public Health, Nursing,etc.

Funding Details

Full scholarship covers the tuition fee, dormitory fee (The university provide on-campus accommodation), stipend and medical insurance (International travel expenses are borne by the student).

Application Requirements

1.Applicants shall be of non-Chinese nationality and hold a valid foreign passport，must be in good physical and mental health.

Applicants whose parents are both Chinese nationals or one parent is a Chinese national, both or one of whom have settled abroad, and who obtained foreign nationality at birth without holding Chinese nationality shall meet the following requirements to apply as international students: (1) possess a valid foreign passport or proof of nationality for at least four years (inclusive) by April 30, 2026; (2) have a documented history of residing in a foreign country for at least two cumulative years between May 1, 2021, and April 30, 2025.

Applicants from the Chinese mainland, Hong Kong Special Administrative Region, Macao Special Administrative Region, and Taiwan, who intend to apply as international students after immigrating and acquiring foreign nationality, shall follow above requirements.

The applicant must ensure and warrant that they do not hold citizenship of the People's Republic of China, and shall provide relevant supporting documents as required by the university. The applicant shall also be aware that any consequences arising from issues related to nationality status (including but not limited to revocation of admission eligibility, expulsion from the institution, and return of all scholarship funds received etc.) shall be solely borne by the applicant.

Applicants should be in good physical and mental health, free from infectious diseases or any physical or mental conditions that could affect normal studies. They must meet the medical examination standards for study visa applications or the health requirements for residence permits in China.

2.Age and Language Requirements

●Be an academically excellent holder of a Bachelor’s degree or its equivalent under the age of 35 when applying for a Master’s program;

●Be an academically excellent holder of a Master’s degree or its equivalent under the age of 40 when applying for a doctoral program;  

Language Proficiency Requirements:

① For Chinese-taught program: Applicants must provide an HSK Level 4 (score 180 or above) certificate. Applicants who complete their undergraduate study in Chinese are exempted from providing HSK Certificates, but with proof of Chinese as the instruction language.

②For English-taught program applicants: Applicants whose native language/official language is English, or whose previous instruction was in English, are exempt from submitting English proficiency certificates.

3.Academic Performance Requirements

The average GPA should be at least 3.0 (on a scale of 4.0), 3.75 (on a scale of 5.0), or 80% or above. GPA systems or other equivalent grading systems are acceptable.

Application Procedure

Step 1：Applicants should complete the Online Application at http://www.campuschina.org, while filling all application information as required. Please note that once submitted, the application materials cannot be modified.

The Xinjiang Medical University institution code is: 10760.

For the Chinese Government Scholarship "High-Level Graduate" Program, select Program Category: Type B.

After completing the online application, the system will automatically generate and allow you to print the "Application Form for Chinese Government Scholarship".

Applicants must complete all application information in Chinese or English.

Step 2：The university will preliminary review the applicant eligibility according to the enrollment requirements, those qualified students will be proceed to interview stage.

Step 3：The university will organize experts from all fileds to conduct interview that primarily assess the student's comprehensive qualities and Chinese language proficiency.

Step 4：The university will issue pre-admission notices via system internal messages or email to selected applicants who pass the further review.

Applicants who receive pre-admission status must log in again to the Chinese Government Scholarship Study in China Management System https://studyinchina.csc.edu.cn to submit the pre-admission notice and other required materials.

Step 5：CSC Review and Final Admission

The China Scholarship Council (CSC) will conduct a final review of all applicant materials (including academic performance, development potential, etc.).

The final list of scholarship winners is expected to be determined by July.

Our university will notify the awardees of the final admission result via email.

Application Documents

1.Application Form for Chinese Government Scholarship Complete online in Chinese or English.

2.Copy of First Page of Personal Ordinary Passport

The passport's expiry date should be after March 1, 2027. If your current passport does not meet this requirement, please renew it promptly.

3.Diploma and certificate of highest education (notarized photocopy)

An applicant who is a current university student shall submit the certificate of expected graduation or student status issued by his/her university.Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.

4.Academic Transcripts (starting from the undergraduate level)

Scanned transcripts should cover all academic periods (undergraduate, Master's if any, Doctoral if any) up to the most recent semester.

Transcripts must be issued and stamped by the relevant academic administration office of the institutions attended.

Chinese/English transcripts are acceptable. For transcripts in other languages, provide a notarized English translation.

5.Language proficiency proof, refer to the language requirements in the Application Requirements section.

6.Research proposal in China

Content must include: personal introduction, academic/professional background, purpose of studying in China, knowledge of China and Xinjiang Medical University, study plan, research interests, and future development vision.

The content must be a minimum of 1000 words and written only in Chinese or English.

7.Recommendation Letters

Submit two recommendation letters from professors or associate professors, bearing the recommender's original signature and the date.

Content should focus on the applicant's comprehensive abilities, future potential, and the applicant's goals for studying in China. Must be written only in Chinese or English.

8.Scanned copy of the Foreigner Physical Examination Form

The original document, printed by Chinese quarantine authorities, shall be filled in in English and kept by the applicant). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of an attending physician, the official stamp of the hospital, or a sealed photograph of the applicant are invalid. Medical examination results are valid for only six months.

9.Non-criminal record certificate.

Applicants must submit a valid non-criminal record certificate issued by the local public security authorities, dated within 6 months prior to the application date in principle.

Admission and Registration

1.Scholarship recipients are expected to register and enroll in September 2026. They must complete the enrollment and registration procedures strictly according to the date specified in the Admission Notice. Those who are unable to register on time must obtain prior permission from the university; otherwise, they will be considered as having voluntarily given up their enrollment, and their scholarship qualification will be revoked.

2.After registration, scholarship recipients may not change their admitted major/program or the duration of study as stated on the Admission Notice.

3.Scholarship recipients are required to participate in the annual scholarship review as stipulated.

NOTE

1.Xinjiang Medical University will send pre-admission notices via email within March 2026. Applicants who do not receive a pre-admission notice will be deemed as not having obtained the recommendation qualification. The final admission results for the program will be announced in July or August 2026. Please wait patiently.

2. Documents uploaded via the system must be clear, authentic, and valid. Applicants are advised to use professional equipment to scan the required documents. Consequences arising from unclear or unidentifiable materials shall be borne by the applicant.

3. Our university has not authorized any individuals or agencies to recruit students for the CSC program. Please contact our university directly for scholarship application inquiries.

4. Application materials that do not meet the requirements will not be processed. Applicants must provide accurate personal phone numbers and EMAIL addresses in the application form. The university will confirm each important item via email and conduct interviews with applicants via phone or online. System internal messages may also be used for reminders, but these reminders cannot be used as grounds for exemption if emails are not received.

5.CSC recipients cannot concurrently receive any other scholarships offered by local governments or Chinese universities. If discovered, the Chinese Government Scholarship qualification will be revoked, and any scholarship funds already received must be refunded. Applicants who intentionally conceal their funding situation will be disqualified from applying for the CSC for three years.

6.Applicants are not required to mail paper application materials. If awarded the scholarship, recipients must bring the original copies of the aforementioned application documents (those who provided pre-graduation certificates must bring the original final graduation certificate) for verification during registration.

7. In addition to the documents listed above, the university reserves the right to request applicants to submit other necessary application materials.
